In lamens' terms my definition of Electronic Literacy (the whole being able to understand and portray messages?) is exactly the same as a definition of just plain old literacy, or being able to read and write.
How Electronic Literacy differs from regular literacy is the electronic part. In all aspects people who are Electronically literate are doing the exact same things that literate people are doing and have been doing for the past decades. The only difference is that we (those of us deemed Electronically Literate) do those things on a computer or using some sort of technology to help us.

There are those of us in the world today that think that technology is going to take over our lives and cause us to be... well, dumb. I personally do not feel that is the case (humans don't need help with that. Just look at the reason WHY we invented the helmet.)
