WSUCR Club Constitution

PREAMBLE

To bring young people into the Republican Party, to provide an opportunity to them for political expression and recognition, to train them as political leaders, and to provide a practical means by which they may contribute in the development and betterment of the Republican Party as a service to the United States of America, the State of Washington, and Whitman County and its political subdivisions, we establish this club of College Republicans at Washington State University.

ARTICLE 1 NAME AND OBJECTIVE

Section 1. The name of this organization shall be the Washington State University College Republicans (WSUCR). The WSUCRs shall be affliated with, but in no way under the authority of, the Washington College Republican Federation (WCRF).

Section 2. To define and solve problems of contemporary society via the American Political System and seek viable solutions based upon free market principals and voluntary cooperation, and to preserve, protect, and defend the Constitution of the United States. To encourage and support the Republican Party and candidates who pursue these objectives.

ARTICLE 2 MEMBERSHIP

Section 1. Membership in this club shall be limited to students of Washington State University, who have read the WSUCR Constitution and are in basic agreement with Article 1 of the said Constitution.

Section 2. The Executive Board retains the right to assess dues.

Section 3. Individual membership may be revoked for the reasons listed under Article 5, Section 2.

ARTICLE 3 EXECUTIVE BOARD

Section 1. Voting members of the Executive Board of this club shall consist of the offices of President, Vice President, Secretary, Treasurer, and Campus Liaison. Immediate Past President, and club Advisor do not vote.

Section 2. Duties of Officers and Advisors:

President: The President shall preside at meetings and shall be the chief executive officer of the Club. He or she is responsible for the general growth and maturity of the Club. The President shall appoint all committees and their respective chairmen. The President shall not be required to serve as chairman of any committee. Any public statements made for the club, or any community relations undertaken on behalf of the club shall be directed by the President.

Vice President: The Vice President shall perform the duties of the President in his or her absence and other duties as may be prescribed by the Executive Board. The Vice President or his / her designee shall also be responsible for directing recruitment on behalf of the club and maintaining a content membership. He or she shall not be required to serve as chairman of any committee. The Vice President shall be directly responsible to the President.

Secretary: The Secretary shall keep minutes of the meetings, maintain a file of reports, and perform other duties as may be assigned. The Secretary shall be directly responsible to the President.

Treasurer: The Treasurer shall be the custodian of all Club funds, shall keep a record of the receipts and expenditures of the Club, and shall present an annual budget and financial report for the Club approval. The Treasurer shall submit a written financial report to each regular member when deemed necessary by the Executive Board. The Treasurer shall be directly responsible to the President.

Campus Liaison: The Campus Liaison will be responsible for all communication between the club and the community. He or she will coordinate all press releases, letters, and will work to promote the clubÕs name on campus. This officer will coordinate all official recruitment events planned by the executive board or such a committee designated by the President. In addition, the Campus Liaison shall create all flyers and posters to be submitted to the executive board for approval. The Campus Liaison shall be directly responsible to the President.

Immediate Past President: The Immediate Past President shall remain a nonvoting member of the club executive board only after serving a term as club President. He or she shall be responsible for training, guidance, and leadership within the club. The Immediate Past President shall also assist the President with committee leadership and task delegation, as well as other duties that may be prescribed by the Executive Board. The Immediate Past President shall be directly responsible to the President.

Executive Board: The Executive Board shall meet at the call of the President and at such other times as may be necessary. When a special meeting is called, the purpose shall be stated in the notice of said meeting.

Advisor: Advisors must be a staff or faculty member of Washington State University and must be in basic agreement with the objectives of the Club as established in Article 1, Section 2 of the Constitution. The President shall nominate advisors at the first meeting of the school year and to be approved by a majority vote of the club membership. The Advisor shall represent the rules and regulations of the University to the Club, counsel members of the Club in the proper administration of their offices as seen fit, and shall assist in the running of all elections of the club.

Committees: Committees shall be created by an act of the President and shall be chaired by a nominee of the President, and ratified by a majority vote of members in good standing. All committees and their chairpersons are directly responsible to the President.

Section 3. Officers must be members in good standing of the Washington State University College Republicans. Good standing shall be classified as having all dues and fees, as levied by the club, and being in good academic and disciplinary standing with the University. The executive board, excluding any individual who's standing in question, shall decide any disputes involving member in good standing.

Section 4. Both the President and one other Executive Board member must sign all legally binding contracts.

Section 5. Any correspondence or reports generated by any member other than the President are considered internal and strictly confidential.

Section 6. In times of emergency, the President may appoint a member to temporarily occupy an executive position until such time as an election may be held.

ARTICLE 4 ELECTION PROCEDURES

Section 1. The election of the offices of President and Vice President shall be held not later than three weeks before the end of the academic year.

Section 2. The election of remaining positions (Secretary, Treasurer, Campus Liaison) shall be held at the first meeting of the new academic year.

Section 3. The Immediate Past President will begin his or her term after being replaced by a newly elected President.

Section 4. Officers will be elected by a majority of the members in attendance.

Section 5. The vote will be by secret ballot.

Section 6. Those members to be voted upon for office will be nominated in accordance with Robert's Rules of Order. Each nominee will be allowed a brief speech following the nomination and before the vote is taken. Offices will be voted on in the following order: President, Vice President and then Secretary, Treasurer, and Campus Liaison.

Section 7. Special Elections In the case of removal or resignation of an officer, a special election will be held, by secret ballot with the Club Advisor and President presiding at the next scheduled meeting.

Section 8. Election grievances will be filled with the Executive Board within 72 hours of the contested election. Any officer directly affected by the petition will not participate in the review of the grievance. A special meeting of the Executive Board will be called to review the grievance within one week of the filing date.

Section 9. Term of Office Officers and Advisors shall be elected for a year and shall serve until their successors have been elected.

Section 10. Succession of Office Succession of Office shall be according to the chain of command: President, Vice President, Secretary, Treasurer, and Campus Liaison. Any vacancies, except of the position of Immediate Past President, will be filled by a special election at the next meeting. Responsibilities will be fulfilled by the Executive Board until said vacancy(ies) shall be filled.

ARTICLE 5 IMPEACHMENT AND CONVICTION PROCESS

Section 1. Impeachment shall include removal from office.

Section 2. Reasons for impeachment shall be: any act or conduct deemed unfriendly or hostile to the best interests of the club, provided that the Executive Board has reviewed such proposed action and has made a recommendation that such a member shall be notified of the recommendation. What is deemed unfriendly or hostile to the best interests of the Club shall be determined by the Executive Board.

Section 3. Members of the Executive board are eligible for impeachment.

Section 4. Charges may be brought by any member of the club. The impeachment process shall consist of: a two-thirds vote of those members present at a regular meeting. Notice of the charges against the member and the recommendation of the Executive Board must be included in the call of the meeting and must be received by the membership at least 72 hours prior to the beginning of the meeting.

Section 5. Conviction shall be defined as successful impeachment and carry a penalty of loss of office and revocation of club membership. Dues will not be refunded.

Section 6. The trial shall be held 72 hours following the review by the Executive Board.

Section 7. The Club Advisor shall preside at the trial. In the event of a trial of the Club Advisor, the President shall preside at the trial.

Section 8. The jury consists of those members present at the trial.

Section 9. The trial proceeding shall be conducted by an open hearing. The accused shall have the right to appear in person or to have a representative appear in his or her defense. Equal time is mandatory for both sides to present their cases.

ARTICLE 6 MEETINGS

Section 1. At least one meeting of the club will be held each semester at a time and place designated by the President or upon written call of one-fourth of the members of the Club, or by one-half of the members of the Executive Board. All members shall be given notice of a meeting of the Club at least 3 days before such a meeting is to be held.

ARTICLE 7 AMENDMENT PROCEDURE

Section 1. Any member in good standing may propose amendments to this Constitution. Amendments must be approved by a three-fourths vote of the total members present at the meeting. 72 hours notice must be given.

ARTICLE 8 BY-LAWS

Section 1. The by-laws approved by majority vote of the paid members following the recommendation of the by-laws committee.

Section 2. A by-laws committee shall be setup for reviewing the by-laws on a request of the majority of those members present at a regularly scheduled meeting. The committee shall be appointed and serve at the pleasure of the Executive Board.

ARTICLE 9 RATIFICATION OF CONSTITUTION

Section 1. Ratification of the Club's Constitution will be by a two-thirds majority of those present at the meeting.
